Few disagree with the proposition that energy efficiency is a win-win-win: For utilities, for their customers, and for the environment. And yet increasing energy efficiency in New Jersey is proving to be a challenge.

Why is New Jersey, once a leader in energy conservation, now in the middle of the pack among states in convincing customers to use less electricity and natural gas? The conservation incentives are clear: Customers save money, utilities purchase less fuel, and pollution levels harmful to the public and that contribute to climate change are reduced.

A new state law aims to spur greater energy conservation in New Jersey by putting the onus on the state’s electric and gas utilities. Is that the right model?
